Changes to ID requirements for driving tests and Driver CPC periodic training

The DSA has been working closely with the Identity and Passport Service (IPS) so they;they can accept UK Identity Cards issued by IPS as an alternative means by which candidates may confirm their identity for all types of driving tests and Driver CPC periodic training.

Candidates for driving tests and periodic training need to produce evidence of their entitlement to drive the relevant vehicle and prove their identity before the test or training can commence. Candidates may currently do this by way of a driving licence. Where the licence does not contain a photograph a valid passport is also required.

Candidates will still need to confirm their driving entitlement by producing their driving licence but, with effect from 27 April, candidates who do not have a photocard licence will be able to use a valid UK ID Card issued by IPS as an alternative to their passport.

Any candidate who is unable to satisfy the examiner of their driving entitlement or identity will have their test cancelled and may lose their fee. The original news release can be read here.

Identity Card Reminder

Please be aware that from 27 April 2010, a valid UK Identity Card (issued under the Identity Cards Act 2006) will become an acceptable document for establishing a person’s identity for DSA purposes.  Thus, persons holding an “old style” paper licence can present either a valid passport (as at present) or a valid UK ID card to confirm their identity.

Please note that further guidance will be included in the revised Guide to Periodic Training when the new version is launched on 1 July 2010.  In the meantime, more information about ID cards can be found here.

Change in the Time Period for Uploading Driver's Hours to the Government Gateway

DSA has received a request from industry stakeholders to increase from 5 to 10 working days the limit for training centres to upload training records onto the Driver CPC Management System.

The key determining factor in setting the 5 working day limit is the need to ensure drivers receive their Driver Qualification Card (DQC) as soon as possible, particularly as it is mandatory for them to carry evidence of Driver CPC status.  DSA seeks to provide a driver with their DQC within 15 working days of completing their 35 hours of periodic training.  This includes the 5 working days that training centres are allowed to update the Management System.  DSA therefore does not intend to change the requirement for training records to be updated within 5 working days in the long term.

However, at present all drivers who complete 35 hours of periodic training will either have acquired rights or have a DQC by virtue of having completed the initial qualification.  DSA is therefore able to agree to the request that the limit be set at 10 working days, in the short term. This will allow training organisations to put in place robust systems to ensure that the 5 working days limit can be met in the future.

DSA will continue to review this and will revert to the 5 working days limit on September 9th 2010.

ADR training can now be approved as Periodic Training

DSA are pleased to announce that elements of dangerous goods training for LGV drivers can be counted as part of their Driver CPC periodic training.

The following amount of time of ADR training will count towards their periodic training:

  • Up to a maximum of 21 hours of the basic course

  • 7 hours of the core module refresher course

All of the modules within the syllabus can be used except Tankers, Class 1 and Class 7, providing the number of hours training does not exceed the above guidelines.

Please note: the specialist modules that are delivered outside of the basic course will not be accepted for periodic training, as it is considered the syllabi for these modules are too specialist and do not map readily across to the Driver CPC syllabus.

Training centres who are approved to deliver the ADR qualification will also need to be approved by JAUPT and submit the part of the ADR course they wish to count towards Periodic training for approval.  Existing centre and course approval fees will be applied (see the Periodic Training Guide for these fees). Please note that as with all Periodic Training tests or exams cannot be included

New interpretation on the rules for splitting a 7 hour course

There has recently been a slight relaxation in the rule concerning the splitting of a 7 hours course. A course can be split into two roughly equal parts providing the second part starts within 24 hours of the first part finishing. This means a 7 hour course could be delivered on two consecutive mornings or two consecutive afternoons.
